I hope this helps people, seen a lot of complaints and unanswerd questions about this bug. If the quest is bugged but you want the Silver Shroud Armor (in its best form), type in the console (if you use PC - sorry console users) ' player.additem 0014e58b 1 ', without the quotes.

worse, sometimes you gotta escape a little to enjoy the day' so basically he wont start the quest.
Stand out side Goodneighbor and go in to console command i heard the silver shroud radio broadcast and got the mission to talk to kent connolly but when i get there all he says is 'goodneighbour's crazy thefts, murders.
For any one who has Kent Connolly stuck in the hospital after completing the Silver Shroud quest line.
